Limitied account unable to save IE7 custom settings

I have 2 admin accounts and 3 limited accounts on XP Home.  The limited
accounts are unable to save the IE7 custom settings.  As a result the
runonce.msn.com/runonce2.aspx starts each time I run IE7 using a limited
account.
