website? What happens when you try to open the website? Post any error
messages in their entirety, please.
Placing a domain (website) in Restricted Sites zone does not block you from
accessing the website.

The Restricted Sites security zone does NOT block any site. It
*restricts* how pages behave from that site. Adding a URL to the
Restricted Sites zone will block some behaviors of web pages at the site
but you can STILL go to that web site.
If you are blocked from getting to a site, something other than Internet
Explorer is doing that, like some anti-malware, hosts file, or other
security software. Or maybe what you really did was add the site to
Ie's Content Advisor to block a site (but that has nothing to do with
the Restricted Sites security zone).
Restricted Sites means restricted, not blocked. Go into Internet
Options, Security tab, and click the "?" icon in the titlebar. The help
page you see gives the following description of each security zone.
What it says for the Restricted Sites security zone is:
"The level of security set for Restricted sites is applied to sites that
might potentially damage your computer or your information. Adding sites
to the Restricted zone does not block them, but it prevents them from
using scripting or any active content. The security level for Restricted
sites is set to High and can't be changed."
Notice the "does not block them". Your problem is somewhere else.
You'll have to remember how you actually blocked the site, or go through
all the security software you use to see which one of those is blocking
the site. Could be an ad-blocking program. Could be a hosts file that
you copied from someone else but haven't bothered to ever look at to
review its list to see if YOU agree with the blocked sites that someone
else chose. Could be you added the site in Content Advisor's block
list. It is definitely NOT because you added the site to the Restricted
Sites security zone.

You want remote help with unknown software that may or may not be
installed on your computer?
For Content Advisor, use the help already include in IE. For other
anti-malware or security programs, read their help. If you installed a
software firewall, maybe it has ad-blocking features or a URL block list
and that is where you added the site to block it. You said that you
added the block so you should know where you added it. If you actually
didn't block the site (which you never identified) then maybe censorware
was installed on your computer, filtering is employed upstream of your
computer in your network, or a censor service was employed by your
parents or company. In that case, you need to discuss the matter with
whomever is the admin of that censoring.
Otherwise, pay someone to look at the problem or bribe a wizard friend
to come over and help. They can then actually *see* what software you
have installed to guess at what is blocking the site.

Thank you Vanguard my computers security program said i should scan the
computer for viruses and it found a program which it said it was infected and
now i can use the site once again.
