Active X / Flash Player 8 install issue

I have a user that is assigned User rights to her PC.
When she goes to certain websites she get a bar on the top of the page that
says:

"This might require the following Active X control: Flash Player 8 from
Macromedia Inc  Click here to install"

Of course when she clicks install it will fail beause she has User rights to
the PC but if I give her Administrator rights then it will install without a
problem. After Flash Play 8 is installed she does not have a problem until I
take the Administrator rights away.
After I give her User rights and she goes back to the website it will give
her the same message again eventhough Flash Player 8 is already installed.

How can I make it so that the websites that use Flash work correctly when
she has User rights?

Thanks for the response but unfortunatly that did not work.
The user still has the same issue.
Any other suggestions?

im havng the same problem with the activex control but i cant download
either. i`v tried to change al the security setings  a tride to custumise and
enabeld everithing and sitl cant download nothing.  it comes up an error
message saing that the page is curently unavailable and trye agai later
