Group Policy suggestion for IE

I would like to see a Group Policy Object (GPO) option for proxy settings
similar to the Windows Firewall GPO option which allows you to turn on/off
the firewall depending on whether connected to the domain from which the GPO
was applied or not (i.e. if on the corporate domain use proxy, and when not
disable proxy settings).

This is currently a manual effort for people when moving from the corporate
network to a broadband connection.

If I understand your request correctly, I think what you need is Mobile Net
Switch.  I think it would do everything you need.  www.mobilenetswitch.com

or you can use wpad to detect your proxy or firewall settings.
