IE7 adds additional group policy settings. The one you are interested in
is Administrative Templates->Windows Components->Internet Explorer->Prevent
performance of First Run Customize settings. Enabling that will prevent
the first run customize settings ability. Instead, the first time IE7 is
run they will be prompted ot go directly to their home page or go to the
"Welcome to Internet Explorer" page.
You can set this policy either at the machine level or user level.

So pushing this out should do the trick:

the way around it that i found is to go into enable or disable add-ons and
disable all file that are not verified in all dropdown lists and apply after
that restart IE7 and it should go to the customize page.
