ie7 startup

just installed ie7 every time i start i get the runonce blue screen how do i
get rid of it.

Possibly easier solution.  

Go to Start then Run

Type 'gpedit'

On left tab window go down Administrator Templates ->  Windows Components ->
Internet Explorer

Then on the right tab window scoll down to find Prevent performance of First
Run Customization Settings

Click Enabled and then go to the pull down menu and pick make a selection

Yet another example of incompotent Microsoft programmers with their
intrusive garbage making their applications unusable.   I suggest the MVPs
give a SIMPLER solution before suggesting more complicated ones.

But only if the OP has XP Pro - Home Edition doesn't have gpedit AFAIK...
