I have the same problem & my Tools bar are 'Locked'
Seems like MS needs to get a new Lock manufacturer.... perhaps Schlage can
help out in the new design.

Any bet is that you have the Google or Alexa toolbar installed.
Here is the registry fix to disable the BHO component of the Google toolbar.

There are no known issues with disabling the BHO component of the Google
toolbar. The toolbar will work perfectly well without it. This feature/issue
of the Google toolbar and IE7, has been around for zonks, and the above fix
has been available for just as long, without any reported issues for the
fix. Unfortunately you have to blame the 'do no evil' developers at G for
this one. I have YELLED but it appears nobody there is listening. Just in
case they have been listening you may like to see if they have an upgrade
available(yet!).
If you have the Alexa toolbar installed and the same symptoms are occuring,
I have not posted the fix for that toolbar yet. You can fix it yourself by
opening the Addons Manager and finding the 'Alexa Toolbar Helper' - Browser
Extension, and disabling it
