I am sorry for the confusion. My lengthy explanation to P Bear notes that I
eventually attemped to re-install IE 7 over the botched installation already
on the computer (after following all of his other suggestions), becauseI
could not remove the previous installation and I was hoping to regain the
missing file so that I could uninstall IE 7. After I installed over it, the
situation changed; I cannot start IE 7 at all now.
Iexplore.exe does not exist in Task Manager.
I was not able to find any file on my computer called ProcExp, how would I
start Process Explorer? And what exactly should I look for if I can open it?

OE. I use Outlook 2003. I had uninstalled Outlook Express with the add/remove
windows components option in add/remove programs. I just tried adding OE from
add/remove windows components (using the original Win XP disc). It is on my
programs menu and it starts, but it also cannot print HTML email. I also
tried installing Internet Explorer in add/remove windows components, but it
still doesn’t start).
When you say to look at specific files I don’t understand what you are
asking me to do. A search of my computer turned up these:

OK after all that I went and re-read your email and I see that I did not
answer your question. When I open Outlook Express and go to Help/About, there
are a bunch of files but these are the only ones that match what you were
asking me:

So, where *all* do you find that module and what versions of it are there?
Tip: install the XP Support Tools (from the XP product CD) and use
its filever command-line tool to assist with gathering these details.

Try a web search? FYI Process Explorer is a supplementary system tool
originally distributed as freeware by SysInternals, now distributed by TechNet.

Look more closely when you do that. E.g. at the size and the description
in particular. <eg>

Then both of those would suggest that this was installed:

to reinstall it or repair it (not a suggestion.)

It might!
Overall it suggests that there is a recent cumulative update (KB928090)
that you still have downloaded and at least partially applied.
If you still have its uninstall (e.g. that typo I asked about) you might
be able to back it off and in the process *perhaps* effect a repair of your IE7.
E.g., note in particular that the associated version of iexplore.exe should be
in the same directory.
