Http error 403.5

Since some days ago, and without apparent explanation, when I try to access
some https sites, I get the below message from IE 7.0, under windows xp sp2:

The page must be viewed with a high-security Web browser
The resource you are trying to access is secured with a 128-bit version of
Secure Sockets Layer (SSL). In order to view this resource, you need a
browser that supports this version of SSL.

Please try the following:
Contact the Web site administrator if your Web browser does support 128-bit
encryption, or if you believe you should be able to view this directory or
page.
Upgrade your Web browser to a version that supports 128-bit encryption.
HTTP Error 403.5 - Forbidden: SSL 128 is required to view this resource.
Internet Information Services (IIS)

I verified that SSL and TPS are checked. 128 bit encryprion seems to be
installed, as seen on "Help/About"; I deinstalled and reinstalled IE 7.0, and
IIS (version 5.1); went through http://support.microsoft.com/kb/224389/en-us 
and related questions.

Until now, I was unable to solve the problem. Help would be very
appreciated. Thank you.

Which  SSL?   Have you tried going lower?  E.g. unchecking  TPS?

BTW  Fiddler2  might give you some insight about what is happening...

I tried with the default configuration (SSL 3.0 and TLS 1.0); only SSL 2.0;
only SSL 3.0; only TLS 1.0; nothing worked. It is just like if 128-bit
encryption is "not there".
I installed Mozilla Firefox, and there is no problem opening https sites
with this browser.
On my Outlook email account, I had to remove encryption from the pop3 server
and the secure smtp server - otherwise emails were not received.

How do I contact Fiddler2 - I am a newby on this discussion groups... Thank
you
