Hello,
this needs a little registry editing:
Run -> regedit.exe
Go to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\
Explorer\MenuOrder\Favorites\Menu
and delete the value "Order".
Normally, after you added a new favorite, it will be put on the bottom of
the list again. To stop this, simply change the permissions of the
...\Favorites\Menu folder in the Registry to "Deny" for every user.
Now it should work. Please feel free to ask if not.

There is no ...\Favorites\Menu folder in my registry. I can follow your
suggestion as far as Favorites but then it only shows the folders that I
actually have in my Favorites, none of which are named Menu.
