That doesn't prove that iexplore.exe will work with your network configuration.
E.g. if you have a third-party firewall which blocks outbound access
and it has noticed that iexplore.exe has changed it could be waiting for you
to approve the change before it will allow the new iexplore.exe to send requests
to the Internet. (Etc.)
If you have such a setup try removing or at least disabling the interfering
software. (FYI sometimes the former is required as some such products'
facilities for disabling them do not work properly.)
Before connecting to the Internet make sure then
that you are using the Windows firewall instead
