The "File Download – Security Warning" dialog box opens when you try to open
Internet Explorer 7:
http://support.microsoft.com/kb/937409

The default location in WinXP is typically C:\Documents and
Settings\[Username]\Local Settings\Temporary Internet Files.  Change the
location of your TIF folder back to the default*, reinstall 933566 if you've
uninstalled it, and all should be well.

*Some have observed that changing the location to any other location
corrects the problem, which suggests that the real cause of the behavior is
incorrect Permissions.

Enable "Show Hidden Files and Folders" via Start > Control Panel > Folder
Options > View.

IE7 Tools > Internet Options > General > Browsing history > Settings >
Current location: Is 'C:\Documents and Settings\[Username]\Local
Settings\Temporary Internet Files' listed as the address here?  If so,
everything's OK and something else is causing the problem.

No, TEMP folder and Temporary Internet Files folder are not the same thing.

IE7 Tools > Internet Options > General > Browsing history > Settings >
Current location: Write down the address listed here and post it in your
next reply.

Example:

C:\Documents and Settings\Ruby\Local Settings\Temporary Internet Files

Ruby, have you enabled "Show Hidden Files and Folders"?  (See my previous
reply.)

Are you telling me that IE7 Tools > Internet Options > General > Browsing
history > Settings > Current location lists C:\Documents and
Settings\Owner\Local Settings as the current location?

Can you tell me when you installed IE7?
