Bug with IE7 & Trusted Sites

I currently have 4 sites pop up in tabs when I start IE7. When I add one or
more of those sites to my Trusted sites (under security), it opens that
site(s) in a whole new IE7 window rather than tabs on the existing window.
Running Vista Business 64-bit. Anyone else have the same problem, or is this
a bug?

In Internet Explorer 7, trusted Web sites and Web sites that are not trusted
do not appear in the same window. By default, protected mode is disabled for
Web sites that are registered as trusted Web sites. Protected mode is
enabled for Web sites that are not registered as trusted Web sites.

Once you add a site to Trusted Sites zone, protected mode is disabled when
you access the site; Therefore, if the current IE window is open in
protected mode, opening a Trusted Sites page must open in a new, protected
mode-disabled window.
