When you are logged in as the 2nd account, are you able to connect to the
internet via Outlook or any other application that connects to the internet
other than IE7?

1) Logon with the account that does not work with IE.

2) Go to 'tools --> internet options'. click on the 'Security' tab.

3) For each of the four zones (Internet, Local intranet, trusted sites,
restricted sites), click on the 'Default Level' button.

4) Click the 'Apply' button

5) click the 'OK' button

6) close down IE7 and then go back in and see if it works
