I ask this because I have a user who is having this same problem. It's very
annoying and I'm stumped as to why it's happening.

Hi,
Despite Bill's answer regarding add-ons, I would still be looking for a
browser add-on or other third-party program- privacy, security, tweaking
(appearance/themes) etc. The troublesome program may not show up as an
add-on.

See if the problem occurs in Safe Mode, if not, a program that didn't load
in Safe Mode is probably the cause.

Hope this helps,
Don

I fixed this issue by changing the Theme from Windows Classic to Windows XP.
