Pardon my asking but is this a Java other than Sun Java? If not, you may be having issues because Sun Java is up to 6.0 Update 1 (1.6.0_r1).
Is there any way to make Java 1.2 work correctly in MSIE 7? When I
install Java 1.2 MSIE 7 uses it, but dies shortly after starting any Java
applet.

That version of Java is not compatible with IE 7. If you need to use
that version of Java - which is insecure in today's environment - don't
expect IE 7 to work.

I have a single old application that requires Java 1.2. It's an
administrative interface for a device, so I don't have a lot of flexibility
about it.
Is there any browser that will successfully a) install on Windows 2003 and
b) co-exist with MSIE 7, that works with Java 1.2?

Technically the new Java should be backwards compatible anyway. If the people who made the program wrote the code to verify only one version of Sun Java, that wasn't a good move since Java is always updating.
