I know of three causes for the vast majority of such problems:
1. Incompatible add-ons:  What if you right click the IE icon on the desktop
and choose Start Without Add-ons?
Or go to Start | All Programs | Accessories | System Tools | Internet
Explorer (No Add-ons).

2. Tools | Internet Options | Advanced
Scroll to the bottom and click Reset Internet Explorer Settings.

3. Malware already installed on the computer:  Help with malware

So How Did I Get Infected Anyway?
For quite a few people it's by installing Messenger Plus, whose ads for
malware don't identify the malware as such and try to convince you that you
owe it to the author.  See also:

Don't ever do a "default" install of anything.  Always choose Custom and see
what else is being carried along.  Don't install any extras you're not sure
of.

This looks like one or two programs which are not allowed to do outbound
transmission to port 80 (HTTP server port).   Do you have a third-party
firewall which could do that?   I don't have Vista so I don't know if its firewall
does outbound blocking too now.   If it is the same as XP's it would only do
inbound blocking.   Hence you could avoid this symptom by using only the
Windows firewall.

Hmm...  Vista apparently does have some advanced features which could
effect outbound blocking

However, see also what this article has to say about that feature in general  <eg>

Not really.   If  iexplore.exe  changes (e.g. due to a Windows Update)
and the firewall is checking for things such as filesize, date written, CRC
checksum, etc.  it could be configured to block outbound transmission
of suspected trojans, without warning--though perhaps it would keep a log
of all such blocked outbound attempts somewhere.   Etc.

can anyone help me?

there is no support for Vista IE7 and i cant even reinstall IE7 or Vista?!?!
P. Di Stolfo - 24 Jun 2007 22:00 GMT
Hello,

have you got any connections in Internet Options -> Connections or any
proxies in -> Lan settings?
What if you start IE with Administrator privileges?
What if you try running cmd.exe with administrative privileges and type in
sfc /scannow and hit enter?
Have you installed all IE updates?

Greetings,
P. Di Stolfo
