If you like having favorites left open, you can place your cursor on the line
between Favorites scrollbar and Page reading pane. When you see it change
into a double headed arrow, drag it towards the left of the screen. You can
then drag it back when you wish. It won't be completely closed and will be
accessible.
I'm not aware of a tweak for default open. Stick around, I'm sure there'll
be one.

You're welcome. If you leave Favorites Open by using the Green Arrow to pin
it before you close an IE window; when you relaunch an IE window the
Favorites Center will be open to view.
