instrusive download notice for Internet Explorer 7.0 when opening

I have IE7 loaded, running WIN XP SP2, both with the very latest updates
installed.

When I open IE7, I keep getting a Microsoft page at startup suggesting I
download IE 7.0. This over-rides my default home page setting.  It is very
annoying, especially since I already have the latest version of IE7 installed.

Check IE version installed: Help>About Internet Explorer shows version
installed.
Version: 7.0.5730.11 will show if current version

Check for Malware.

I have the latest version and the system checks out clean with PC-Cillan,
Ad-Aware and SyBot.  I'm running the WIndows One Care scan now.
