IE retains offline setting?

We recently purchased a laptop with Vista and IE pre installed and we are
connected via wireless network. When I disconnect, then reconnect, IE auto
defaults to the offline window, and won't refresh when I hit the refresh
button. I have to quit Explorer, then reopen with a different page, then
navigate back to my home page. This is time consuming at best, irritating at
worst. I know there has to be an easy workaround, but I am a "newbie" to
Vista and am not even that experienced with Windows anyway. Thanks in advance
for any help:)

Try no add-ons mode:  Right click on IE desktop icon.  Does the behavior
persist?

Next Try:

Clear cache files - Tools>Internet Options>General Tab
Under Browsing, click Delete
Click delete all
This will clear cache files and it will erase any saved passwords as well.  
You'll have to login to sites you've saved info to.
Click ok
