Try this from http://support.microsoft.com/?kbid=902932
1. Click Start, click Run, type regsvr32 urlmon.dll in the Open box, and
then click OK.
2. Click OK when you receive the following message:
DllRegisterServer in urlmon.dll succeeded
Next check the file associations for URL:HyperText Transfer Protocol

It's possible, with IE7, that "Application used to perform this action"
should read:
"C:\PROGRAM FILES\INTERNET EXPLORER\iexplore.exe" -nohome %1
