I have been experiencing this problem for a while.

It doesnt matter from which site I download the file and size doesnt matter,
it could be few hundreds KB or MB....
when the download reached 99% and right about to 100%, my harddisk keep
loading.

But the fact is the download is already completed as I can access the file.
But IE7 still show 99% until maybe 1, 2 mins later, it said download
finished.

Anybody experiencing the same problem? I'm using Vista Business and of coz
the IE7 come with Vista.

Please kindly advice how do I solve this problem. Thanks!

Explain?   Are there any statistics you are getting which confirm this claim?
E.g. what is  Task Manager  (or Process Explorer)  showing?

I would try running  ProcMon  to see what happens *after* you think it is done.

BTW if this is a Vista-only problem you may get more informed responses
by posting it in a Vista-specific newsgroup.   Cross-post added for your
convenience.
