IE-7 Changes my cable setting to a LAN Proxy setting

Once I updated to IE-7 I have to continually go to Internet Options and Un
check the Proxy settings that have somehow set themselves.  I never had this
problem with IE-6, nor do I have the problem with Mozilla Firefox.   Once I
have corrected the setup it works fine until I have restarted my pc.  At that
time my IE-7 settings change back to show I am set up with a proxy setting.  
This is annoying as I do not know how this change occurs.

1. Does this behavior persist if you start IE7 in No Add-ons mode?

To start IE7 in No Add-ons mode:

Right-click on the blue IE desktop icon and select Start without Add-ons; or

Start > (All) Programs > Accessories > System Tools > Internet Explorer (No
add-ons).

2. Does the problem persist if you Reset IE7 Settings (RIES)?

3. If you uninstall (a) IE7 (which automatically returns you to IE6), (b)
all toolbars and (c) all third-party Windows Themes (including Window
Blinds) and don't reinstall IE7, does this behavior persist?

I'm having the same problem you are. Did you ever find a way to have the Use
a proxy server... box in the Proxy Server section of the Local Area Network
box of the Internet Options in the Tools drop down menu of Internet Explorer
7.3?

Hi Tim,
I have to go to the Tools, Internet Options, Connections, Lan Settings, and
then un-check the Proxy Server.  I have to do this first time I use Internet
Explorer.  I do not have this problem when using Mozilla Firefox.

Anyone that has an answer to mine and Tim's problem - we will greatly
appreciate your solution.

Hey Keith,

I fixed the problem, at least temporarily, by following these leads:

I hope I'm not Intruding, but try this tools to see what is running in the
background, try to turn Windows Updates OFF.
Process Explorer for Windows v10.21

This monitoring tool lets you see all file system activity in real-time.
http://www.microsoft.com/technet/sysinternals/ProcessesAndThreads/Filemon.mspx

List all the DLLs that are currently loaded, including where they are loaded
and their version numbers. Version 2.0 prints the full path

Try these cleaning steps:
1... Click start >> Control Panel >> Double Click Network and Internet
Connections >> Double click Internet Options, on the IE Properties window
you will see these Options:
General | Security | Privacy | Content | Connections | Programs
| Advanced .

Click on General Tab (1st Tab on the left) and you will see a Button called
[ Clear History ..] click on it to clear your History caches, then click on
[Delete Files..] to delete Internet Files created over the time, click on [
Delete Cookies...] to delete your cookies left by visiting websites.

= Then try to Disable the Add-Ons on your Browser somehow installed on your
browser, On how to disable the Add-ons follow this:
Click on Programs Tab and then click the Manage Add-Ons Button there Disable
the None/Not Verified Plug-ins/Add-ons ( you need to Renable them one-by-one
later and see which is the culprit or you can send them here in your next
post) and click [OK] to confirm your Changes.

Click on Advanced Tab and scroll down under the browsing option and uncheck
this box:
[&] Browsing
[ ] Enable Third-Party browser extensions (Req Rest) and click Apply
then OK to close your IE Properties.

update then run a scan in both safe mode and normal:

Run disk Clean Up and Defrag in safe mode, then Open run command and type in:

Note the space between sfc_/
