Unable to open IE7

Whenever I try to open IE7, either by clicking on the icon or by clicking on
a url, IE7 starts to open and then closes down displaying just a save  dialog
(to save an htm or html file).

I had this problem before on XP SP2 and now again on Vista 32.

How can I fix?

Do you have the same experience when you run IE 7 without add-ons?

[Right-click on the Internet Explorer desktop icon and select No Add-ons.]

In addition, are you Running as Administrator when you launch IE?

I tried the steps given by the article.  problem is I can't view the folders
: AppData . . . despite setting the files-folders option to allow viewing of
all files.  Because of that I can't move the Temporary Internet Explorer
folder back to its original location.  The same issue goes for method 2 also.
Is there a way to view all folders and files in Windows Explorer? Thanks.

To enable the viewing of Hidden files follow these steps:

Close all programs so that you are at your desktop.
Click on the Start button. This is the small round button with the Windows
flag in the lower left corner.
Click on the Control Panel menu option.
When the control panel opens you can either be in Classic View or Control
Panel Home view:

If you are in the Classic View do the following:
Double-click on the Folder Options icon.
Click on the View tab.
Go to step 5.

If you are in the Control Panel Home view do the following:
Click on the Appearance and Personalization link .
Click on Show Hidden Files or Folders.
Go to step 5.

5. Under the Hidden files and folders section select the radio button
labeled Show hidden files and folders.
6. Remove the checkmark from the checkbox labeled Hide extensions for known
file types.
7. Remove the checkmark from the checkbox labeled Hide protected operating
system files.
8. Press the Apply button and then the OK button and shutdown My Computer.
9. Now Windows Vista is configured to show all hidden files.

If you're in C:\Documents and Settings\OwnerorUsername\Local Settings\History
Click on Folders (toolbar).  The side panel will open and you can view
Drive/Folder locations.

Are you using Vista too?   If not, you're looking in the wrong part of the article...

Yes, I am using VISTA Home Premium.  I tried again and again. Managed to only
view the :\users\user_account_name\ subfolder level. The folders below that
remain hidden although I have removed the hide protected operating system
files checkmark and rebooted the system.  However, I can use IE if I open it
as an administrator.

log-on as Admin?

even when I log-on as Admin, the folders remain hidden.  The only difference
is I can open IE when log-on as Admin.
