Internet options-Advanced settings

I was trying to update windows when I get the message about "Your security
settings do not allow websites to use activeX...".  So I go into tools
-->security --> custom level to change this setting.  However the entire
settings  window is blank, same with the advanced settings tab window.  
Please help.

Windows version?
Are you using any Windows Theme?

No themes, btw this is on a Windows 2003 server box.
