IE version?
Windows version?
If it's IE7 on WinXP:
Go to C:\Program Files\Internet Explorer
look for ieproxy.dll
Move it to C:\Windows\Sytem32
Now go to Start | Run and Type
regsvr32 ieproxy.dll
and press <Enter>.
Now try launching IE7

I know of three causes for the vast majority of such problems:
1. Incompatible add-ons: What if you right click the IE icon on the desktop
and choose Start Without Add-ons?
Or go to Start | All Programs | Accessories | System Tools | Internet
Explorer (No Add-ons).
2. Tools | Internet Options | Advanced
Scroll to the bottom and click Reset Internet Explorer Settings.
3. Malware already installed on the computer: Help with malware

So How Did I Get Infected Anyway?
For quite a few people it's by installing Messenger Plus, whose ads for
malware don't identify the malware as such and try to convince you that you
owe it to the author. See also:

Don't ever do a "default" install of anything. Always choose Custom and see
what else is being carried along. Don't install any extras you're not sure
of.

Alright...I went to program files and internet explorer but there was no
ieproxy.dll so I checked the System 32 folder and couldnt find it then did a
search for it and came up blank so I dont seem to have one! Now what?

Ohh! And I'm runing IE7 on Windows XP home edition

I had the same thing. In the control panel, go to internet options and
change the homepage to BLANK. In my case it was a newly installed spam
filter that didn't like my homepage. Got IE to come up by doing the
above and then fixed the spam filter later.
