ie7 popup and address bar

In IE6 when I open a popup window it opens without address bar. But now in IE 7 it shows the address bar for every popup that I open. How can I open a popup without the address bar thru code ? and independent of the user settings?

I already saw some popups opened from IE7 without this in some sites.

Also I was wondering if this (http://forums.microsoft.com/MSDN/ShowPost.aspx?PostID=1143149&SiteID=1) possible answer is true.
