"Save As..." in IE7 sometimes does not save web pages

I'm having a problem with saving web pages consistently from day to day on
some sites that I visit.  When I want to save the web page on a particular
site, I go to the file menu and click on "Save As...".  The web page is then
saved as a file on my computer.  This works on some days when I do this, but
on other days, it does not work, even though it is the exact same web page
that I am trying to save.  IE Explorer does not display any warnings or error
messages.  A file gets saved, but it is only 1 KB in size, and it has nothing
in it.  Is there some setting that I need to change to make this work
properly?  Any help on this would be greatly appreciated.  Thanks.
