IE7 won't  connect in Vista

I just got a new computer running Windows Vista Home Premium and installed
Kapersky Internet Security 6.0 but IE7 (which came installed) can't connect.  
I've tried everything.  I've made exceptions for IE7 in both Kapersky and
Windows firewalls (even though Windows firewall is off).  I've even turned
both firewalls off.  I've even restarted in "Safe Mode with Networking."  
Nothing.  Mozilla Firefox works as does Windows update, but IE7 won't
connect.  I've restored the settings and even disabled, one by one and
all-together, all the add-ons.  I also have a problem connecting 3rd party
software connecting to the internet like product activation programs, etc.

What if you right click the IE icon on the desktop and choose Start Without
Add-ons?
Or go to Start | All Programs | Accessories | System Tools | Internet
Explorer (No Add-ons).
