I just bought a new computer with vista preinstalled. like a dumbass I
downloaded firefox and deleted ie7. That was a mistake since half of the
websites I frequent are not supported by firefox. now I can't seem to
reinstall ie7 for some reason. The official website says it's already
installed but I can't find it in my programs to uninstall. I've tried twice
to download it from a mirror but that didn't work either. Now anytime I hit
the e icon an error message comes up saying that ie7 has stopped working and
when I hit the check online for solution button it just closes... and no
solution. can anyone help?

How did you *delete* IE7?  It can't be uninstalled, since it's part of the
O/S.

Try to Restore to the date when you think you removed IE7, which it is not
in fact you removed the shortcut.
