I uninstalled IE7 because when ever it opened it would just freeze up, now
I'm trying to reinstall it so I can access some IE7 only sites. And I've
gotten so far as it tells me to restart so it will work, but once I do that,
it's no where to be found. The only mirror I've tried is the Google Optimized
one. And that didn't work either.

The installation of Windows Internet Explorer 7 never finishes
http://support.microsoft.com/kb/926716

It also might be a security program blocking the Registry changes it needs
to make.  A few of the programs now doing this are:
Ad-aware's Ad-Watch
McAfee VirusScan and/or Antispyware
Norton AV
Spyware Blaster
Spybot> Tools> IE Tweaks
Spybot- Teatimer
Spysweeper
Zone Alarm (free) 6.5 Reported to be fixed in later versions.

In the case of Zone Alarm 6.5 it actually has to be uninstalled.  Make sure
the Windows Firewall is turned on until you reinstall Zone Alarm.

Boot into Safe Mode with Networking and try the install.

I've tried to booting in safe mode w/ networking and I tried to install it
once again, but it just says it's done and then tells me to restart, but
still no IE7

You may have a horked (dirty; bad; flawed) install of IE7.  I suggest that
you..,

1. Uninstall IE7 (which automatically returns you to IE6) per
http://www.ie-vista.com/kbase2.html

2. Uninstall all toolbars and third-party Windows Themes (including Window
Blinds).

3. Reinstall IE7 per http://www.ie-vista.com/known_issues.html#pre-install,
and using http://www.microsoft.com/windows/downloads/default.mspx as the
installation source, not Automatic/Windows Update.

I am confused about how I would go abouts uninstalling IE7 if it's already
completely blown of the face of my computer... also when I uninstalled it
like that a couple months ago it didn't revert back to IE6.

But for step two I use to have windows blinds, but now I just use the Media
Center theme, would have to uninstall that? Because that wasn't a default
theme on my computer.

Is Windows Internet Explorer 7 listed in Add/Remove Programs?

Media Center theme is for Windows Media Player, not Windows itself.

How to perform a repair installation of Windows XP if Internet Explorer 7 is

Alright, I've check the Add/Remove programs list, and I was looking for
Internet Explorer when I should have been looking for Windows Internet
Explorer. So your answer is yes that it is still on the computer, so I
uninstalled it and it reverted to IE6, and then reinstalled IE7.

But the new problem is right when the IE7 Window pops up it freezes and I
have to quit via Task Manager.

I know of two causes for the vast majority of such problems:
1. Incompatible add-ons:  What if you right click the IE icon on the desktop
and choose Start Without Add-ons?
Or go to Start | All Programs | Accessories | System Tools | Internet
Explorer (No Add-ons).

2. Malware already installed on the computer:  Help with malware

Unexplained computer behavior may be caused by deceptive software.

So How Did I Get Infected Anyway?
For quite a few people it's by installing Messenger Plus, whose ads for
malware don't identify the malware as such and try to convince you that you
owe it to the author.  See also:

Don't ever do a "default" install of anything.  Always choose Custom and see
what else is being carried along.  Don't install any extras you're not sure
of.
