Well, it's been a while with no helpful response so I'll try again.
Specifically: does anyone know how large the IE7 favorite url files can get
(FOXNews.url is now over 200K and rising with each visit) and what the
ramifications are to setting the urls to read only? I am very annoyed by this
behavior with IE7. See this prior thread for background detail:

Hi,
I just looked over a few hundred Internet Shortcuts in various Favorites
folders and all were 1 kb.
Oops, there's one from tv.com/listings that's 3 kb.
Are you saying that you have an Internet Shortcut to foxnews.com that's 200
kb?
There is a special type of Javaacript bookmark that could be fairly large.
See:
http://www.bookmarklets.com/
http://www.bookmarklets.com/about/
Does the foxnews shortcut appear to involve Javascript?

Thanks for the response.
Yes, my shortcut to FoxNews.com got up to just over 200K. I have now deleted
that shortcut, recreated it and set it to read only. A pdf file showing the
text inside the shortcut when it was about 144K a couple of weeks ago can be
seen here:
http://www.myimagehosting.com/pic.php?u=3277DmDDV&i=58968
It's not just the FoxNews site, although that seems to be the worst
offender. My CNN.com shortcut is now up to about 30K and one of the blog
sites I visit is up around 130K. A screen shot showing my CNN.com shortcut
can be seen here:
http://www.myimagehosting.com/pic.php?u=3277DmDDV&i=60182
That view was taken after I recreated the FOXNews shortcut and set it to
read only.
Not all sites exhibit this behavior but those that do increase in size a
little bit every time they are visited. My shortcuts with IE6 all stayed
around 100-400 bytes in size. As soon as I upgraded to IE7, I noticed this
change in file size (and date also) - but only for some shortcuts, not all.
Some don't change and stay in the 100-400 byte range in size as shown in the
screenshot. It appears to be something caused by how IE7 interacts with
certain sites. I also noticed that most of the text (in the url files that
change) seems to be related to advertising links from the site. I don't know
if some kind of java scripting at the sites is causing this.
I can stop the file sizes from changing by setting the urls to read only.
However, it appears to be a "feature" of IE7 and I don't know if there are
any undesirable effects in defeating it.

Have you verified this with Windows Explorer?
Are you allowing popups?
I can't duplicate this with either CNN or Foxnews.

Yes. I just prefer ZTREE for some file management tasks.

No.

Hmm. I'm using XP SP2 fully patched to a couple of months ago and IE7 ver.
7.0.5730.11 with IE default security settings. There was another individual
on this forum that had the same problem not long ago regarding IE7 shortcuts,
although he seemed more concerned with date changes than size changes. He
never received a definitive resolution. That thread is here:

My concern is actually with both date and file changes to shortcut url
files. There is no apparent legitimate reason for any website to unilaterally
make any changes whatsoever to their shortcut that resides on my computer. It
adds unnecessary crap to my hard disk and requires unnecessary processing
during both the backing up of favorites and the syncronizing of them between
my desktop and laptop.

I agree that there is no legitimate reason for a web site to change the
shortcut to the site and, indeed, have a problem seeing how it does so.
However, there is no doubt that theses sites do do so since I now see it
happening. The added contents appear to be substituting for a cookie from
doublecick.com. My response will be to remove these two sites from my
favorites and to keep watch on the folder for other shortcuts greater than 1
KB.

Why are they growing? I have seen them change. E.g. Google's do.
But there must be something unique which would make them grow.
Drag one which grows to a Notepad window and see why it grows.

If whatever is rewriting them respects the Read-Only attribute
it won't be able to change it; hence it won't grow. However, any other
changes which you might want to have happen might not be able to occur
either, in which case you may have to manage those manually.

I could have sworn that someone else had already posted more detail
about this symptom but with CNN as the example site.
But if that recollection is correct, I can't find the thread now. ; ]
