IE7 Absolutely Hosed

I reinstalled Vista after lingering affects from my XP upgrade.  I decided to
go with a partition for Vista files and one for everything else.  When I
changed the Temporary Internet Files location to the non-Vista partition it
said it needed to log me off for the change.  When I logged back in, IE7 was
gone.  There was still a Quicklaunch icon so I clicked on it.  IE7 opens and
then immediately closes, leaving a prompt to download navcancl.  I have one
last standard account that I haven't messed with that has a functioning copy.
When I opened IE7 from the start menu(there weren't any icons aywhere, even
the icon by the start menu link was blank) in that account, it said IE7
wasn't the default browser.  After I set it as the default browser a
Quicklaunch icon showed up.  How do I get IE7 back in the other accounts?

Thanks for your help.  I ended up reinstalling Vista fresh.  There were too
many things hanging over from XP and screwing with stuff.
