This could be because of the Anti-virus software which you have installed.
Try to disable the Anti-virus software and try to check whether this works
for you
If You still face the same issue
There is a Possiblity that the Microsoft Data Access Components could be
corrupted
So you can install the Microsoft Data Access Components from the following

Ansih, thanks for your assistance. Both methods didn't work for me. When I
try to run the download, it says it was not compatible with my Windows.
Any other suggestions?

I had done some more research on this issue
http://support.microsoft.com/kb/328995 according to this article it says
installing the MSXML 3.0 Service Pack 3 but now we have Service pack 5
released for this
So you can download and install the MSXML from the following address
http://www.microsoft.com/downloads/details.aspx?FamilyID=4a3ad088-a893-4f0b-a932
-5e024e74519f&DisplayLang=en
And if the error message you get looks like this
Line: 992
Char: 2
Error: Automation server can't create object
Code: 0
Then possiblity is the coding used for the Outlook webacces used might have
some error
So it is better to contact the administrator which would be ur webmail
vendor. They might have some idea about this if more number of users faces
the same problem.
Dont forget this kind of error message comes with the Coding of the websites.

You try to download the msxml3msms.exe file and install it
if that doesnot work i dont see any other options because there are
preivilages to be configured on the Web server.
