Hi,
Assuming that this is IE7 on XP SP2, see "Problem: IE always goes to
http://runonce.msn.com/runonce2.aspx instead of your homepage" at
http://www.enhanceie.com/ie/troubleshoot.asp
I sounds like a security program or security setting is preventing the
runonce page from loading. The REG file will bypass that.

Or you may have a bad install of IE7. Uninstall and reinstall, heeding the
advice at
http://www.ie-vista.com/known_issues.html#pre-install

Hope this helps,
Don

What if you right click the IE icon on the desktop and choose Start Without
Add-ons?
Or go to Start | All Programs | Accessories | System Tools | Internet
Explorer (No Add-ons).
