IE 7 Keeps Refreshing

Alright, so. Everytime I click the forward or backwards button, the page it
takes me to always refreshes. I've tried messing with settings, and when none
of that worked I tried putting it to the default, which didn't work either.
So how can I get it to stop??

If the page is completely cached you can set Work Offline before using those
commands.
