I checked to download the english version but when it finished downloading,
the language changed to japanese.
I assumed it was the region and language settings but when I change that to
english, I can't read japanese becuz it becomes this weird looking character
that isnt english.
Does anyone know how to change IE7 to english? please help me.

Are you running an English-language version of Windows?

it's the toolbar that changes from english to japanese.
I made a mistake for the title part.

Are you running a Japanese version of Windows or an English one?

I'm using a japanese version BUT the very first time I downloaded IE7, I
could view everything in english. See, I had to do a system recovery of my
whole laptop cuz I was messing things up and when I installed IE7 after the
recovery, there was no problem watsoever.
Doesnt that have anything to do with regional language settings or no?

If you cannot read Japanese, why are you running a Japanese-language version
of Windows?
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
Consider the following scenario:
You've installed an English-language version of IE7 on a non-English
language version of WinXP.
You (or Automatic Updates) checks for available Windows Updates; One of them
is an update for IE.
As part of the update process, the Windows Update server analyzes your
machine to logically determine, among other things, the language version of
Windows.  In your case, the server identifies a Japanese-language version of
Windows, so all updates offered to the machine are Japanese-language
versions; this includes any update(s) for IE (yes, even though it's an
English-language version).
Installing the Japanese-language version of an update for IE7 (e.g., 933566)
has the affect of changing your IE7 version from English to Japanese; in
essence, installing the update installs a new and updated version of IE7.
Keep in mind that IE is not a standalone browser and is as much a part of
the Windows OS as is Windows Explorer (e.g., click on a link in Favorites
dropdown menu in a Windows Explorer window and see what happen), so it's
very important *for the security of your machine* that your IE language
version matches your Windows language version.
[I suppose you could download and manually install the English-language
version of the IE update to keep IE7 in English, but then the security of
your system might well be at risk...and Automatic Updates might not be too
happy about it.]
Whatever you do, I strongly recommend that you not disable Automatic Updates
in order to avoid ending up with a non-English language version of IE7.
IE's language-version MUST be the same as Windows language-version: If you
want to use a fully-patched, English-language version of IE7, you'll have to
install an English-language version of Windows.
Soo how come I was able to use the english version of IE7 and not now?
U may not know but if u do, feel free to respond. Just out of curiosity,
that has nuthing to do with the regional language settings rite?
Becuz I live in Japan, I need to be able to read japanese but since
english is my first language I prefer IE7 to be in english.
Make sense? I just want to change the language toolbar for IE7 not
the whole thing u see......
I'd presume that you had an English-language version of IE7 installed
because you chose to manually download/install this language version (from,
e.g., http://www.microsoft.com/windows/downloads/default.mspx).  Had you
installed IE7 originally via Windows/Automatic Update, you'd have the
Japanese-language version from the start.
Yes, he is saiyng that.
I had the same problem, I downloaded IE7 in English and installed it
manually, but it came out in Japanese.
I will give you one sugestion:
Install Mozilla Firefox and then install the add-on Rikaichan.
