Can't install IE7

I'm running IE6 on Windows XP and I can't upgrade to IE7.
I performed all the tasks in the KB article that the installationpointed to
but couldn't resolve the issue.
I have spyware and anti virus software on the computer and I witched them
off before installing but IE7 just won't install.
It keeps telling me to restart the computer and look at the same
troubleshooting article.

Nobody can tell what "the issue" is without details.

In any case, install IE 7 by following these directions /exactly/:
http://www.ie-vista.com/known_issues.html#pre-install

Download the IE 7 installer from Microsoft:
http://www.microsoft.com/windows/downloads/ie/getitnow.mspx

and install directly from your hard disk, rather than installing through
Microsoft Update.

Otherwise, you may have a damaged installation of Internet Explorer 7.
In this event you'll want to uninstall IE 7 (which returns you to IE 6)
by following these directions /exactly/
http://www.ie-vista.com/kbase2.html

and then re-install IE 7 as above.

On a well-maintained computer these installation directions work
virtually every time. Too bad the instructions are so hard to find!
