cannot open desktop IE shortcuts after installing IE7

After installing IE7, I cannot open IE shortcuts from the desktop. It hangs
and asks to send Microsoft an error report. A workaround posted on this site
said to start IE itself, iconize it and then the shortcuts work. Is there an
actual fix? someone suggested resetting IE  but what about all of the IE
settings, addons,etc. one might want to keep??

I know of two causes for the vast majority of such problems:
1. Incompatible add-ons:  What if you right click the IE icon on the desktop
and choose Start Without Add-ons?
Or go to Start | All Programs | Accessories | System Tools | Internet
Explorer (No Add-ons).

2. In IE go to Tools | Internet Options | Advanced.  Scroll down to the
bottom and Reset IE.

3. Malware already installed on the computer:  Help with malware

So How Did I Get Infected Anyway?
For quite a few people it's by installing Messenger Plus, whose ads for
malware don't identify the malware as such and try to convince you that you
owe it to the author.  See also:

Don't ever do a "default" install of anything.  Always choose Custom and see
what else is being carried along.  Don't install any extras you're not sure
of.

I disabled all add-ons and then deleted  all temporary internet files,
cookies, etc- no effect

I can do start programs IE and send to desktop. Then I can open that IE7 Icon
But if I open IE7 and go to say hotmail and then do a File send to desktop -
that IE7 icon cannot start-up.  It hangs and I use Windows Task Manger to
kill it

It is extremely unlikely any malware is installed. We never installed any
programs other than what came with it and have security programs turned on.
Going back to December 2006 , there have been multiple posts about this, so I
think it is a Microsoft problem. Maybe if they get enough error reports they
will issue a fix

Resetting IE  may disable the Add-ons but you can re-enable them by going to
Tools>Internet Options>Programs Tab> Click on Manage Add-ons button

You'll have to re-add trusted sites, etc....

1. Does this behavior persist if you start IE7 in No Add-ons mode?

To start IE7 in No Add-ons mode:

Right-click on the blue IE desktop icon and select Start without Add-ons; or

Start > (All) Programs > Accessories > System Tools > Internet Explorer (No
add-ons).

2. Does the problem persist if you Reset IE7 Settings (RIES)?

3. If you uninstall (a) IE7 (which automatically returns you to IE6), (b)
all toolbars and (c) all third-party Windows Themes (including Window
Blinds) and don't reinstall IE7, does this behavior persist?
