Thanks for your reply, Gistcheckin. I'd seen both of those articles, and
neither addresses our issue. The margins are set correctly, and the problem
occurs on absolutely any web page, whether or not they contain a TFOOT or
THEAD.
I'll be grateful for any other ideas.

You can erase the Header and footer options by clicking on the cog in Print
Preview window. Click ok once you clear these options.
If given enough time to load, does the page print?
If you go to a webpage and open Print Preview before the page is fully
loaded in the browser, the page will appear blank in Print Preview.
