I have waited for one month, it doesn't work. I did some research,
found "Personalized Favorites Menu" works only if I turn off UAC,
or turn off "Protected Mode" in IE7, or run IE7 as Administrator.
I think Vista has a bug similar with UNIX SetUID problem.
Please fix it!

Hey, IE7 personalized favorites doesn't work in XP either! and I am a local
admin!! I've had it turned on for several weeks now, and the list is as long
as ever.

I have had the same problem since the release of IE7 in both XP and Vista.
Calls to MS support were no help. I can only get personalized favorites to
work if I run IE7 as administrator.

Confirmed, IE running in admin mode allows personaized favorites menu to
work. No this bug has not been fixed with Vista SP1. This was driving me nuts
for during beta of Vista is was working. I will submit a bug thru the connect
site.

Solution found:
Right click on IE and choose Properties, select Advanced, select Run as
Adminstrator, select APPLY, hit OK.
Personalized Favorites Menu does work now.

Yep, personalized favorites do work when IE is run as administrator.
Running as administrator removes whatever protection IE provided when run in
normal mode should that matter to you.
