External CSS file not refreshing

I just updated a site's css file and an htm page linking to it via FTP, but
for some reason neither IE nor Firefox has "refreshed" the css file, although
it does display the changes I made in the html page. This is so weird!

Hi CJ,

Ctrl+F5 refreshes from the server. Your server may be caching the files or
you are using FP extensions or .net with version control switched on.
