My daughter has a laptop that came loaded with Vista. While she was living at
home, she had no problem connecting to the internet. Now that she is living
with away from home, she cannot get internet explorer to load, even though
her it says she is connected and the connection is excellent (Linksys3). Her
two roomates have no problems with their laptops. I am not that familiar with
Vista, and haven't been much help to her. She really needs her laptop to do
her online college courses.

Has she tried to reset the router?
Have her download the User Agent Utility String from here. The download
link is located under the fourth question listed:

Tools>Internet Options>Connections Tab
Click on Lan Settings Button
Check Automatically Detect Settings
Click Ok twice
