Error: "This site cannot be opened in Windows Explorer"

When I log on to an FTP site using IE7 and then try to the view the
contents using Page > Open FTP Site in Windows Explorer, I get the
error message "This FTP site cannot be viewed in Windows Explorer."

This happens with all FTP sites I try. I'm accessing with a correct
username and password, not anonymously.

I've reinstalled IE7 in case this was a legacy from trying out the
Beta versions but that didn't help.

As far as I now it was never possible to use FTP through Internet Explorer 7
but has to be used through Explorer.
