Cannot open internet explorer 7 in windows vista

I have Windows Vista that was pre-installed on dell machine with IE7.  All of
a sudden I cannot open internet explorer.  When i try to open it, the
computer begins to drag real slow and eventually locks up.  I can still open
netscape or firefox, but not IE.  When I go into Safe Mode w/ networking, i
can then open IE without any complications.    I have tried almost everything
that I can think of short of restoring vista from the CD.  I also checked for
usual viruses, etc. and don't come up with anything.  

Can anyone help?

1- Start IE 7 with no add-ons. If the problem no longer occurs, one (or
more) add-ons was causing the problem.

Type Internet Explorer in the Start Search box > click Internet Explorer
(No Add-Ons)

2- Reset IE 7 to its original configuration. If the problem no longer
occurs, one (or more) incorrect configuration settings was causing the
problem.

Internet Options > Advanced tab > under Reset Internet Explorer
Settings, click Reset.

Note: If you want to continue to use any of your add-ons after a reset,
you'll have to reinstall them.

3- Most third party security applications interact with Internet
Explorer to protect your computer from malicious software. Check the
settings in your security software, particularly your firewall, to see
if this is happening to you.

4- Problems with IE 7 can also be caused by the presence of viruses or
other malicious software.

I tried to start ie7 with no add-ons and it doesn't solve the problem.  In
fact, I am trying to download Spybot right now through firefox and the
computer just locked up.  I will try to reset IE also to see if that helps.

Unfortunately, I tried that.  I went back 3 weeks and it didn't work.  I am
at the point were I am going to downgrade to XP.  UUGHHH!!!

Don't give up Roy. It takes a little but if you persist with Vista you'll
find it's an excellent OS. Your answer is in this newsgroup or one of the
Vista specific newsgroups. I think it might be here.
