Can't display Int. Exp. 7

My friend, in another state, uses a Dell installed Windows Xp, SP #2, Media
Center Vision (I use Windows Me).   I’m trying to help him with a problem.  
He cannot access Internet Explorer.  A message says “Internet Explorer cannot
display this Web page.”

What should he do next?  Remember, I do not use Xp so my familiarity with it
is where it might be similar to Me.  And, I am trying to help him via the
phone.

There are many reasons why IE7 mail fail to display a web page and the link
above will give you some questions to ask your friend to help you diagnose
his issues. (among them, faulty hardware and or a failing modem)

There is a menu option in IE7 to help users with this problem,
Tools>Diagnose Connection Problems, which will open the Windows Help Centre
Network diagnostics tools to run tests on his hardware and software.

Rob -

I tried your link and got a page called Microsoft Tech Net where it asked
for registration information, etc.  

Now, your suggestions to use the Tools menu can't be done because the Int.
Exp. window will not open to where I can access that option.

Thanks for getting back to me.  I thought I had answered you in another post,
but maybe I was on the wrong thread.  Anyway, I am embarrassed to say that my
friend informed me later he has IE 7.  Sorry – I know you told me to check
again.

So, with this new information, would there be another type of corrective
action?

1. Does this behavior persist if you start IE7 in No Add-ons mode?  To start
IE7 in No Add-ons mode:

Right-click on the blue IE desktop icon and select Start without Add-ons; or

Start > (All) Programs > Accessories > System Tools > Internet Explorer (No
add-ons).

2. Does the problem persist if you Reset IE7 Settings (RIES)?

Before I start on your suggestions, have questions.

1. To uninstall IE7, KB 927177 uses the Start, Run option.  The Add/Remove
menu also lists IE7.  Can you remove IE7 with either option?

2. If I remove IE7, it reverts back to IE6.  Can I leave it at IE6 and have
the PC perform properly?

3. Your #4 mentions IMHO.  Please define.

A1. Uninstall "Windows Internet Explorer 7" via Add/Remove Programs, please.

A2. Uninstalling IE7 should leave IE6 fully functional.  Whether doing so
corrects the problems remains to be seen.

Uninstalling IE7 via Add/Remove Programs automatically returns the machine
to IE6.

The machine does not need to be online to uninstall IE7.

Do You have to be on line to do the above?  My friend uses dial up.
