When i start explorer there is an bar at top that says that add-ons are
disabled. I went thru all the settings in control panel and reset everything
and i still cant get them to work. It will show an blank page on screen
untill i click on home then it will go to the home page. Can anyone help?

Have you tried the obvious route via IE? Tools>Manage Add-ons

That implies that you are starting from a shortcut which has been modified
to add the  -extoff  switch to it  (aka  No Add-ons mode.)

Sounds like you also have modified it to add  -nohome  to the command-line.

Perhaps you are using diagnostics without understanding why they were
suggested?
