IE will not open, get error message IE can not display page - IEProxy     Failed

Run XP Service Pack 2, Home Edition Network Diagnostics and get:

IEProxy = ˆ (FAILED)
Pinging mail.cbunited.com [209.249.170.98] with 32 bytes of data:
Reply from 209.249.170.98: bytes=32 time=121ms TTL=121
Reply from 209.249.170.98: bytes=32 time=122ms TTL=122
Reply from 209.249.170.98: bytes=32 time=122ms TTL=122

Tool provided no suggestions as to how to correct.  Any suggestions?

IE version?  IE won't open or it won't open any webpages?
