graphics quality: local vs online

There is probably a simple explanation that has escaped my cursory
thinking and surfing, but why would a graphic resolve differently on
the same browser when viewed online instead of locally?

Using both IE7 and Firebox, a web page of mine has a graphic that
looks perfect when viewed locally.  However, after uploading the file,
very, very faint artifacts are present in the graphics.

Any ideas?

Does your Internet connection have some sort of "accelerator" to improve
page load times?  Such things can distort images.
