I see.
But I don't think it's used only for Internet setup files.
I also have a hidden Cookies directory. The Temporary Internet Files is
also hidden. They have same structure as those of a normal user account.
Cookies, Temporary Internet Files, et al. is really a confusing jumble of
"smoke & mirrors," Edward. What you see is necessarily what you get. I
wouldn't worry about it as long as you're not seeing any untoward behavior
when browsing or using Search.

It's really weird though...
I can see from Properties/Security tab that these two directories are
owned by my account.
In IE's Internet Options, the temporary files are configured to be in
D:\Documents and Settings\Edward\Local Settings\Temporary Internet Files.
Why does IE store files in a place that is not configured to?
